Car hits parade, injuring up to 60

DAMASCUS, Va. (AP) ? An elderly driver plowed into dozens of hikers marching in a Saturday parade in a small Virginia mountain town and investigators were looking into whether he suffered a medical emergency before the accident.

About 50 to 60 people suffered injuries ranging from critical to superficial, but no fatalities were reported. Three of the worst injured were flown by helicopter to area hospitals. Their conditions weren't immediately available.

Another 12 to 15 victims were taken to hospitals by ambulance and the rest were treated at the scene, where some paramedics and other first-responders were participating in the parade.

It happened around 2:10 p.m. during the Hikers Parade at the Trail Days festival, an annual celebration of the Appalachian Trail in Damascus, near the Tennessee state line about a half-hour drive east of Bristol.

Damascus Police Chief Bill Nunley didn't release the driver's name or age but said he was participating in the parade and he had traversed the Appalachian Trail in the past. Multiple witnesses described him as an elderly man.

Nunley said the man's 1997 Cadillac was one of the last vehicles in the parade and the driver might have suffered an unspecified medical problem when his car accelerated to about 25 mph and struck the crowd on a two-lane bridge along the town's main road. The driver was among those taken to hospitals.

"It is under investigation and charges may be placed," Nunley said.

Witnesses said the car had a handicapped parking sticker and it went more than 100 feet before coming to a stop.

"He was hitting hikers," said Vickie Harmon, a witness from Damascus. "I saw hikers just go everywhere."

Amanda Puckett, who was watching the parade with her children, ran to the car, where she and others lifted the car off those pinned underneath.

"Everybody just threw our hands up on the car and we just lifted the car up," she said.

Keith Neumann, a hiker from South Carolina, said he was part of the group that scrambled around the car. They pushed the car backward to free a woman trapped underneath and lifted it off the ground to make sure no one else was trapped.

"There's no single heroes. We're talking about a group effort of everybody jumping in," he said.

Nunley cited quick action by police, firefighters, paramedics and hikers to tend to the victims, including a volunteer firefighter who dove into the car to turn off the ignition. The firefighter, whose name wasn't released, suffered minor injuries.

Mayor Jack McCrady encouraged people to attend the festival on Sunday, its final day.

"In 27 years of this, we've never had anything of this magnitude, and is it our job to make sure it doesn't happen again," he said.

McCrady said a donation fund was being set up to assist the injured, some of whom don't have medical insurance.

"We want to make sure they don't suffer any greater loss than they already have," he said.

When green means danger: A stunning new species of palm-pitviper from Honduras

Wednesday, May 15, 2013

A new species of green palm-pitviper of the genus Bothriechis is described from a seriously threatened cloud forest reserve in northern Honduras. Because of similarity in color pattern and scalation, the new species (Bothriechis guifarroi) was previously confused with other Honduran palm pitvipers. Genetic analysis revealed that the closest relatives of the new species are actually found over 600 km to the south, in the mountains of Costa Rica. The study was published in the open access journal Zookeys.

The gorgeous new species was discovered by scientists during two expeditions in 2010 aimed at studying the fauna of Texiguat Wildlife Refuge, one of the most endemism-rich and diverse highland forests in Mesoamerica. This beautiful, but highly toxic, snake represents the 15th endemic species occurring in the region. Texiguat Wildlife Refuge was created in 1987 to protect populations of wildlife such as the famous but elusive jaguar and Central America tapir, as well as howler and white-faced monkeys, sloths, and a variety of endemic amphibians, reptiles, and plants.

To draw attention to the dedication and sacrifice of many grassroots conservationists in Honduras and Central America, the new species was named in honor of Mario Guifarro of Olancho. Guifarro was a former hunter and gold miner who became an outspoken conservationist when he saw the vast rainforests of eastern Honduras being destroyed and converted to cattle ranches. After years of threats and multiple attempts on his life, Guifarro was ambushed and murdered on 15 September 2007 while on a mission to delimit a biosphere reserve for the indigenous Tawahka.

The lead author of the study Dr Josiah Townsend, Department of Biology, Indiana University of Pennsylvania, comments on the importance of the discovery and conservation status of the new species: "The description of Bothriechis guifarroi has important implications for Central American biogeography as well as conservation. We recommend that B. guifarroi be immediately classified as Critically Endangered due to its limited known area of occurrence and the potential for anthropogenic damage to its habitat. We also consider that this species warrants immediate consideration for protection under CITES, given its striking appearance and high potential for exploitation in the pet trade."

Officials: Dead bomber name in terrorism database

FILE - This combination of undated file photos shows Tamerlan Tsarnaev, 26, left, and Dzhokhar Tsarnaev, 19. The FBI says the two brothers are the suspects in the Boston Marathon bombing, and are also responsible for killing an MIT police officer, critically injuring a transit officer in a firefight and throwing explosive devices at police during a getaway attempt in a long night of violence that left Tamerlan dead and Dzhokhar captured, late Friday, April 19, 2013. The ethnic Chechen brothers lived in Dagestan, which borders the Chechnya region in southern Russia. They lived near Boston and had been in the U.S. for about a decade, one of their uncles reported said. Since Monday, Boston has experienced five days of fear, beginning with the marathon bombing attack, an intense manhunt and much uncertainty ending in the death of one suspect and the capture of the other. (AP Photo/The Lowell Sun & Robin Young, File)

(AP) ? The federal government added the name of the dead Boston Marathon bombing suspect to a terrorist database 18 months before the deadly explosions, U.S. officials told The Associated Press on Wednesday.

The CIA made the request to add Tamerlan Tsarnaev's name to the terrorist database after the Russian government contacted the agency with concerns that he had become a follower of radical Islam. About six months earlier, the FBI had separately investigated Tsarnaev, also at Russia's request, but the FBI found no ties to terrorism, officials said.

The new disclosure that Tsarnaev was included within a huge, classified database of known and suspected terrorists before the attacks was expected to drive congressional inquiries in coming weeks about whether the Obama administration adequately investigated tips from Russia that Tsarnaev had posed a security threat. Shortly after the bombings, U.S. officials said the intelligence community had no information about threats to the marathon before the April 15 explosions.

Tsarnaev died Friday in a police shootout hours before his younger brother, Dzhokhar, was discovered hiding in a boat in a suburban back yard.

The terrorist database is called TIDE, the Terrorist Identities Datamart Environment. Analysts at the U.S. National Counterterrorism Center submit names and even partial names into TIDE. About a year ago, there were some 745,000 people listed in the database. Intelligence analysts scour TIDE, trying to establish connections and update files as new intelligence is uncovered.

For entries with a full name, date of birth and intelligence indicating a reasonable suspicion that a person is a terrorist or has terror ties, the person's name is sent to a terror watch list, which feeds into lists like the one that bans known or suspected terrorists from traveling on planes.

Officials say they never found the type of derogatory information on Tsarnaev that would have elevated his profile among counterterrorism investigators and placed him on the terror watch list.

Five days after the U.S. determined who was allegedly behind the deadly Boston marathon terror attacks, Washington is piecing together what happened and whether there were any unconnected dots buried in U.S. government files that, if connected, could have prevented the bombings.

Lawmakers who were briefed by the FBI said they have more questions than answers about the investigation of Tsarnaev. U.S. officials were expected to brief the Senate on the investigation Thursday.

"The review is just beginning, but I haven't seen any red flags thus far," said Rep. Adam Schiff, a California Democrat who sits on the House Intelligence Committee and was briefed on the investigation Wednesday. House Judiciary Chairman Bob Goodlatte, R-Va., however, said lawmakers intend to pursue whether there was a breakdown in information-sharing.

U.S. officials described to the AP what the government knew about Tsarnaev since he was first placed on the intelligence community's radar 18 months ago. The officials spoke on condition of anonymity because they were not authorized to publicly discuss the ongoing investigation.

Russia's internal security service, the FSB, sent information to the FBI about Tamerlan Tsarnaev on March 4, 2011. The Russians told the FBI that Tsarnaev, an ethnically Chechen Russian immigrant living in the Boston area, was a follower of radical Islam and had changed drastically since 2010. Because of the subsequent FBI inquiry, Tsarnaev's name was added to a Homeland Security Department database used by U.S. officials at the border to help screen people coming in and out of the U.S. That database is called the Treasury Enforcement Communications System, or TECS.

The FBI's Boston office opened a preliminary review of Tsarnaev and searched government databases for potentially terror-related communications. Investigators looked into whether Tsarnaev used online sites that promoted radical activity. They interviewed Tsarnaev and his family members but found nothing connecting him to terror activity. The FBI shared that information with Russia and also asked for more information on Tsarnaev, but never heard back. The FBI's review into Tsarnaev was closed in June 2011.

Then, in late September 2011, Russia separately contacted the CIA with nearly identical concerns about Tsarnaev. The Russians provided two possible birthdates for him and a variation of how his name might be spelled, as well as the spelling in the Russian-style Cyrillic alphabet.

The CIA determined that Tsarnaev should be included in TIDE, and the National Counterterrorism Center added it into the database. The spelling of Tsarnaev's name in TIDE was not the same as the spelling the FBI used in its investigation. The CIA also shared this information with other federal agencies in October.

In January 2012, Tsarnaev traveled to Russia and returned to the U.S. in July. Three days before he left for Russia, the TECS database generated an alert on Tsarnaev. That alert was shared with a Customs and Border Protection officer who is a member of the FBI's Boston joint terrorism task force. By that time, the FBI's investigation into Tsarnaev had been closed for nearly six months because the FBI uncovered no evidence that he was tied to terror groups.

On Jan. 21, 2012, the airline on which Tsarnaev was traveling misspelled his name when it submitted its list of passengers to the U.S. government for security screening. Airlines are required to provide the list of passengers on international flights so the U.S. can check their names through government databases, including the terrorist watch list. Because his name was misspelled, there was not another alert like there was three days earlier.

In July 2012, Tsarnaev returned to the U.S., and another alert was generated in TECS. This information was again shared with the Customs and Border Protection officer on the FBI's Boston joint terrorism task force. But because the FBI had closed its investigation into Tsarnaev a year earlier, there was no reason to be suspicious of his travels to Russia.

"Later on, these agencies will be judged," said Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee. "But right now, it's way too soon to criticize or to start making political arguments or who failed or whatever."

Google Street View adds Hungary and Lesotho, hits 50-country milestone

If you've been taking far too many virtual road trips after employing the (unofficial) Street View Hyperlapse chauffeur, you may be running out of places to go next. Well, today Google has added Hungary and Lesotho (a country within South Africa) to the list of lands you can vicariously visit, which brings the total number of Street View-catalogued countries to 50. This being the "largest single update" since, well, the last big one, Google has also added "new and updated imagery for nearly 350,000 miles of roads across 14 countries," including more places of interest for its special collections, thanks to the Street View trike. So, why venture outdoors this lunchtime, when you can wander the streets of Budapest instead?

Although many of us were born after the age of wood-bodied cars had come and gone, the woodie wagon remains an icon 60 years after its demise. Long before stick-on vinyl wood grain simulation replaced real wood in America's automotive landscape, these cars' original buyers valued the beauty and craftsmanship of a well-constructed piece of carpentry. Then, in the chrome-drenched 1950s and '60s, you couldn't give away a wooden car. The dirt-cheap price appealed to the vagabond surfers seen in Bruce Brown films, giving woodies a new cultural identity.

Today there are few woodies left. The survivors have become very valuable, and if they're in bad shape, professional restoration is prohibitively expensive. But that doesn't mean you can't rebuild a woodie at home. All you need to build your own wooden car body is a dry space for work and storage, a decent set of woodworking tools, and lot of time and patience.

Dave Westrate of Oakton, Va., restored a 1939 Ford Standard woodie wagon to concours quality and is currently working on a Deluxe model of the same year. The Deluxe is a basket case. The wheel wells are rusted out, the floorboards are rotten, and most of the body is ruined. But the fresh pile of shaped pieces of wood lying across the back of its frame is an encouraging sign that someday it will look like the gleaming woodie sitting next to it in the garage.

Building a wooden car body is something a skilled cabinetmaker could do with relative ease, but it isn't impossible for the rest of us. You can learn as you go?Westrate said both cars have been a learning process for him. Here are a few things you should know before you start:

AP Drops Term 'Illegal Immigrant' From Style Guide

The Associated Press dropped the term ?illegal immigrant? from its style guide Tuesday, handing a victory to immigration rights advocates and Latino media organizations who have pressured the news media for years to abandon a phrase that many view as offensive.

The news was first announced in a statement from AP?s Senior Vice President and Executive Editor Kathleen Carrol on the wire service?s blog, who said the change resulted from conversations with people who opposed the term, as well as a commitment to eschew labels.

?Our goal always is to use the most precise and accurate words so that the meaning is clear to any reader anywhere,? Carrol said.

AP will also avoid sweeping labels like ?undocumented? or ?unauthorized? used by some in the news media who avoid the term ?illegal immigrant.?

?Except in direct quotes essential to the story, use illegal only to refer to an action, not a person: illegal immigration, but not illegal immigrant,? the style guide update says. ?Except in direct quotations, do not use the terms illegal alien, an illegal, illegals or undocumented.?

Instead, the AP styleguide instructs reporters to specify how someone entered the country. Those brought to the country as minors ?should not be described as having immigrated illegally,? the guide says.

The National Association of Hispanic Journalists first pushed the news media to stop referring to immigrants without lawful immigration status as ?illegal? in 2006, arguing that the term criminalizes people rather than their actions. Almost half of likely Latino voters find the term ?illegal immigrant? offensive, according to a Fox News Latino poll published last year.

The NAHJ was later joined by the Applied Research Center and its publication ColorLines, which pressured the media to ?Drop the I-Word,? calling it a ?racially charged slur used to dehumanize and discriminate against immigrants and people of color regardless of migratory status.?

But pressure to drop the term ?illegal immigrant? ramped up last year, as Pulitzer Prize-winning journalist and immigrant rights activist Jose Antonio Vargas and ABC/Univision News openly challenged the New York Times and the Associated Press to change their stylebooks. At the time, the AP said it would restrict its use of the term illegal immigrant without dropping it entirely, while the New York Times Public Editor Margaret Sullivan said she continued to view it as the appropriate word choice.

"It is clear and accurate; it gets its job done in two words that are easily understood," Sullivan wrote in October. "The same cannot be said of the most frequently suggested alternatives ? 'unauthorized,' 'immigrants without legal status,' 'undocumented.'"

Vargas welcomed AP's decision to strike the term entirely.

?This was inevitable. This is not about being politically correct," Vargas said in an interview with Poynter.

The AP?s new policy leaves the New York Times increasingly isolated. Several news organizations, particularly in television, have abandoned the term ?illegal immigrant? -- an editorial decision likely prompted by networks? efforts to attract the growing U.S. Hispanic market. CNN, ABC News, and NBC News have all excised the term in recent years, according to ABC/Univision News. Fox News Latino, a digital property of the Fox News empire, uses the term ?undocumented? to refer to those without legal immigration status.

The Huffington Post uses the term ?undocumented immigrant? to refer to those without lawful immigration status.

UPDATED: The New York Times Public Editor Margaret Sullivan writes on her blog that the paper is also considering changing its stylebook. She writes:

The Times, for the past couple of months, has also been considering changes to its stylebook entry on this term and will probably announce them to staff members this week. (A stylebook is the definitive guide to usage, relied upon by writers and editors, for the purpose of consistency.)

From what I can gather, The Times?s changes will not be nearly as sweeping as The A.P.?s.

The bank said Tuesday it will cut at least 1,800 positions in the Corporate and Investment Bank unit and 1,900 retail and business banking jobs outside the U.K.

The cuts come after the British institution was forced to pay a $453 million fine for manipulating a key market interest rate that serves as the basis for trillions in mortgage loans. A slew of executives, including chief executive, Bob Diamond, were forced to resign. It also faced criticism for mis-selling of insurance and interest rate products to consumers and small businesses.

The bank's new CEO, Antony Jenkins, has warned his staff that making money won't be the only thing on which they'll be judged. Ethics count ? and matter more in the long run than what happens in the fourth quarter.

"It's not complicated," he told the BBC. "It's about recognizing that we're in business to serve our customers and clients, to deliver return for our shareholders. But also to be good for the societies where we do business, particularly Britain, where we are a major bank."

World?s oldest known living wild bird gives birth at age 62

Wisdom's mate attends to their newborn chick, while the mother was out at sea. (Live Science)

The oldest known living wild bird in the world has given birth to a healthy hatchling. The 62-year-old bird, ?Wisdom,? last made headlines in 2011, when the albatross survived the aftermath of the Japanese tsunami.

Wisdom has defied the odds in many aspects: She?s already lived nearly twice as long as the average Laysan albatross. She was given her name after being tagged by a U.S. Geological Survey researcher in 1956. The USGS said in a statement that since being tagged, Wisdom has flown an estimated 2 million to 3 million miles, or ?four to six trips from the Earth to the Moon and back again with plenty of miles to spare.?

?To know that she can still successfully raise young at age 60-plus, that is beyond words,? USGS bird banding program chief Bruce Peterjohn said. ?While the process of banding a bird has not changed greatly during the past century, the information provided by birds marked with a simple numbered metal band has transformed our knowledge of birds.?

And while there have been other albatross birds spotted in the wild who are estimated to be around 50 years old, Wisdom is the only one on record to have given birth at such an advanced age. Though, some scientists may have seen the feat coming, when Wisdom gave birth two years ago to another chick, and has given birth to a total of five chicks since 2006.

?While I have grown old and gray and get around only with the use of a cane, Wisdom still looks and acts just the same as on the day I banded her,? said retired USGS scientist Chandler Robbins, who was in his 40s when he first banded Wisdom in 1956.

In 2001, Robbins ?rediscovered? Wisdom, helping the USGS determine her age and track her record-setting reproductive habits.

Because the Laysan albatross mates for life, USGS officials estimate that Wisdom has had to take on several ?much younger? male partners over the years to help foster an estimated 35 chicks.

?I?m trying to straighten out the record,? Robbins said. ?It takes a lot.?

(AP) ? The journey to this Super Bowl wound through bounties and replacement refs, eventually bringing the big game back to the Big Easy ? with a replacement quarterback, a sibling rivalry and a grand exit for one of the NFL's greatest players, clouded by the obscure healing powers of deer-antler spray.

It is a Super Bowl of comebacks, of firsts and lasts, and ? if San Francisco wins ? the best.

A win over the Baltimore Ravens on Sunday gives the 49ers six championships, matching Pittsburgh's titles in the Super Bowl era. Unlike the Steelers, the Niners have never lost one.

Of course, they haven't won one in 18 years, either.

"There's a tradition with the San Francisco 49ers, but I think these guys are paving their own way," said Hall of Fame receiver and three-time champion Jerry Rice. "They're playing with a lot of swagger."

Or as owner Denise DeBartolo York said, "We've come full circle and the dynasty will prevail."

New Orleans has come full circle, too. Ravaged by Hurricane Katrina in August 2005, losing a quarter of its population, abandoned by the Saints for an entire season, the city couldn't imagine hosting another Super Bowl. But as New Orleans recovered and rebuilt, it envisioned staging what Patriots owner Robert Kraft calls "the pre-eminent sporting event."

The NFL agreed it was time to return. And even if Commissioner Roger Goodell is despised here after slapping the Saints with suspensions and fines in the bounty scandal, the vibes from the French Quarter and Warehouse District this week have been supportive, even uplifting.

"It's also terrific for us to be back here in New Orleans," Goodell said, joking about voodoo dolls in his likeness. "Our 10th Super Bowl here, the first since Katrina, and it's clear this city is back bigger and better than ever."

There's the tale of the head coaching brothers, Baltimore's John and San Francisco's Jim, the first siblings to face off in a Super Bowl. And Ray Lewis, the pre-eminent linebacker of his generation on his self-proclaimed last ride. (His farewell party was somewhat sidetracked for two days this week when Lewis waved off a report that he tried to get unusual products like deer-antler spray to speed his recovery from an arm injury that sidelined him for 10 games.)

"There are so many storylines to this game that make it bigger than just the Super Bowl," 49ers CEO Jed York said.

Such as the Harbaughs plot about sons of a lifetime coach who took different paths to the top of the NFL.

John, older by 15 months, has made his career standing on the sideline with a headset. He's the only head coach to win playoff games in his first five seasons; his quarterback, Joe Flacco, has the same distinction as he heads into his first Super Bowl. Jim Harbaugh was a first-round draft pick and quarterbacked four teams in 14 pro seasons before going into coaching. He was an immediate success at San Diego ? the Toreros in the college Pioneer League, not the Chargers in the NFL ? and Stanford before the 49ers won a bidding war for him in 2011.

This week's family reunion has been light-hearted, though that figures to change Sunday.

"It's probably a little tougher emotionally," John Harbaugh said of facing his brother. "It's a little tougher just from the sense of I don't think you think about it when you're coaching against somebody else; it's more about the scheme and the strategy. There's a little bit of a relationship element that's more strong than maybe coaching against someone else.

"I'll have a better answer for you after the game. I've never been through this before. This is all new."

And oh-so-new for the QBs, Flacco and Colin Kaepernick.

Flacco is no fluke, holding the career record for road playoff wins with six. But until outplaying Peyton Manning and Tom Brady this year, he hadn't gotten the Ravens to the Super Bowl. He has eight touchdown passes and no interceptions in the postseason, padding a resume that soon will make him one very highly paid quarterback: Flacco's contract expires after this game. Even with a franchise tag applied by Baltimore (13-6), he'll make about $14.6 million next season.

"I think when you talk about winning as quarterbacks in the playoffs," Flacco said, "I would think that all of them have Super Bowl victories. So that's really the only one that matters, and that's what we're trying to get."

Naturally, so are the 49ers (13-4-1), whose midseason adoption of the pistol offense to best use Kaepernick's dynamic versatility added a dimension no one has been able to stop. The Niners might never have taken such a huge step had incumbent Alex Smith, in the midst of his best season, not sustained a concussion on Nov. 11. Kaepernick took over and the offense took off.

Once Smith was healthy, he no longer was the starter. Jim Harbaugh gambled by sticking with the raw second-year quarterback who brought more game-breaking skills to the position.

Difficult decisions like that are sometimes foolhardy, sometimes inspired.

This one worked superbly, and Kaepernick stands one victory from joining Joe Montana and Steve Young as a 49er Super Bowl champion.

"It was tough watching this team do well and not being able to contribute," said Kaepernick, more recognized before his promotion for his collection of tattoos than for his strong arm and sprinter's speed. "For me, what kept me going was the fact that I might get an opportunity to get out there. When I did, I needed to take advantage of it."

The 49ers hope to take advantage in the same Superdome where they were at their most dominant, beating Denver 55-10 in 1990 in the biggest rout the Super Bowl has seen.

The Steelers are recognized as the true powerhouse of the Super Bowl era, which is nearly a half-century old. Four of those titles came in the 1970s, with Mean Joe Greene and the Steel Curtain shutting down opponents while Terry Bradshaw, Franco Harris and Lynn Swann were scoring on them.

But the last two were in 2005 and 2008, and they've been perennial playoff qualifiers, too. That kept them in the football forefront.

For the 49ers the golden years of Montana, Rice, Young and Ronnie Lott ended with the 1994 season. They didn't even make the playoffs from 2003-10, and this is their first trip back to the Super Bowl.

Rice sees Super Bowl win No. 6 coming Sunday.

"I just think we had players who played well in the big game," he said. "My best football that I played, I think, happened in the playoffs and in the Super Bowl. I think it's the same with these players."

None of whom, except for center Jonathan Goodwin and linebacker Clark Haggans, has won a title. That's still one more ring than the Ravens have: Lewis is the sole NFL champion in Baltimore.

Lewis hungers for these teammates to taste their first title ? and to do it in his last game.

"I've touched the Lombardi (Trophy), and I know how it feels," the perennial All-Pro said. "For these guys who've made this journey with me to feel that, it would be the perfect ending for my career."

Like Lewis, 49ers receiver Randy Moss also could be suiting up for the final time, although he hopes to play another year.

Grabbed off the scrap heap after his career spiraled into oblivion and no team would touch him in 2011, Moss didn't do much on the field (28 catches, 434 yards) this season. His loudest headlines came this week when he proclaimed himself the greatest receiver ever; maybe he's never seen Rice's numbers.

Teammates say Moss was very influential as a mentor and teacher.

"Randy's like my older brother," said Michael Crabtree, who emerged as a top receiver in his fourth pro season. "An older brother you would have that's been through a lot that you just can learn from just talking to him, watching him.

"He's a legend and I hope he'll be here next year."

Lewis won't be. He'll don the face paint, put on his No. 52 for the final time, and see if he can replicate the championship of a dozen years ago.

"You can never top the first one, because that's an unknown feeling," Lewis said before adding with a chuckle, eyes widening, "but a second one ? that might be the only way you really can top it."

Carolina LB Kuechly is top rookie

(AP) ? Linebacker Luke Kuechly, Carolina's tackling machine, has won the Associated Press 2012 NFL Defensive Rookie of the Year award.

Kuechly, a first-round pick from Boston College, led the league with 164 tackles. He began the season on the outside but moved to middle linebacker five games into the season and the Panthers went from 24th in the league in overall defense to 10th.

He earned 28 votes from a nationwide panel of 50 media members who regularly cover the league. That easily outdistanced Seattle LB Bobby Wagner with 11.

Green Bay cornerback Casey Hayward got six votes, while St. Louis CB Janoris Jenkins got three. Tampa Bay LB Lavonte David got the other two votes.

He is the second Panther to win the award; DE Julius Peppers got it in 2002.

Kuechly accepted his award Saturday night at the "2nd Annual NFL Honors" awards show on CBS saluting the NFL's best players, performances and plays from the 2012 season.

Engineered oncolytic herpes virus inhibits ovarian and breast cancer metastases

Jan. 31, 2013 ? A genetically reprogrammed Herpes simplex virus (HSV) can cure metastatic diffusion of human cancer cells in the abdomen of laboratory mice, according to a new study published January 31 in the Open Access journal PLOS Pathogens. The paper reports on the collaborative research from scientists at the at the University of Bologna and specifically describes that the HSV converted into a therapeutic anticancer agent attacks breast and ovarian cancer metastases.

Past decades have witnessed significant progress in the ability to treat numerous cancers by means of surgery, chemo- and radio-therapy, or combinations thereof. However, many treatments prolong life for a short time only, or are associated with a poor quality of life.

Lead investigator Gabriella Campadelli-Fiume and colleagues re-engineered the entry apparatus of a candidate oncolytic herpesvirus. The reprogrammed virus no longer infects the cells usually targeted by the wild-type virus, nor does it cause herpes-related pathologies. Rather, it acts as a specific weapon against tumor cells that express the HER-2 oncogene.

"Numerous laboratories worldwide are using viruses as more specific weapons against cancer cells, called oncolytic viruses," says Campadelli-Fiume, Professor of Microbiology and Virology. "Safety concerns prevailed so far, and all oncolytic herpesviruses now in clinical trials are debilitated viruses, effective only against a fraction of tumors. We were the first to obtain a herpes virus reprogrammed to enter HER-2-positive tumor cells, unable to infect any other cell, yet preserves the full-blown killing capacity of the wild-type HSV."

Additionally, the laboratory of Pier-Luigi Lollini, Patrizia Nanni and Carla De Giovanni in collaboration with researchers at the Rizzoli Institute, established the new model of human cancer metastases in mice that was used to demonstrate the therapeutic efficacy of the reprogrammed virus.

The positive results obtained in the treatment of experimental metastasis hold the promise that the newly retargeted oncolytic HSV described in PLOS Pathogens is a good candidate to become a novel type of cancer treatment, and represents a key step forward in the path to clinical trials for late stage human breast and ovarian cancers.

Greek political parties to testify over bank loans

ATHENS (Reuters) - Greek prosecutors have ordered the two main ruling parties to testify in an investigation into more than 200 million euros in loans they received from banks, officials said on Friday.

The investigation - which is examining whether the loans are legal and whether any wrongdoing was involved - could embarrass the fragile conservative-led government, which relies on aid from the European Union and the International Monetary Fund.

Last year a Reuters report revealed the conservative New Democracy and the Socialist PASOK parties were close to being overwhelmed by debts of more than 200 million euros as they face a slump in state funding because of falling public support.

Senior officials from the two parties will appear before financial crime prosecutors on February 18, court officials said.

"They will be investigated for suspected crimes against the state," said a court official who declined to be named. The prosecutors are also looking into the finances of the Communist KKE party, the court official said.

A PASOK official confirmed the party had been asked to testify, but declined to comment on the case.

Prime Minister Antonis Samaras' New Democracy party did not immediately respond to a call for comment. The party has previously said the bulk of its loans were being paid on time, and only a small part of the loans may have become late or non-performing.

Like other EU parties, Greek parties get state funding depending on their share of the vote. Relying on strong results in the past, New Democracy and the Socialist PASOK had pledged future state funding as collateral for bank loans.

Banking sources familiar with the issue told Reuters in September that the two parties combined owe 232 million euros to Greek banks and some of the loans are going unpaid.

In a June vote, support for the two parties which have dominated Greek politics for decades collapsed, leaving them with loans and facing much smaller incomes. PASOK saw its support plunge from 43 percent to 12 percent, while New Democracy's share fell from 33 percent to 29 percent.

Greece, which is implementing austerity measures demanded by its foreign lenders in return for aid to keep afloat, spent 65 million euros in 2010 and 54 million euros in 2011 to fund parties. In 2012, the two ruling parties received 11 million euros, based on the results of the 2009 election.

MyFeePlan to Begin Offering Public Military Records to Their Customers

MyFeePlan.com will start to offer military records along with continued service of other valuable public records.

San Diego, CA (PRWEB) January 31, 2013

MyFeePlan has expanded the scope of their public records database to include military records, company officials said yesterday.

?We have had numerous requests from our customers to make military records available to them,? said company spokesman Josh Fraser. ?It took us some time to add them to the database, but they are now there and we are happy to have the chance to find a new way to satisfy our customers.?

MyFeePlan is a public document search company. In the past they have offered arrest records, warrant checks, driving records checks, sex offender checks, and vehicle history reports to the general public.

?This is just one more way for us to make sure that information that is supposed to be public remains available to the public," Fraser said. ?Your tax dollars were used to generate these records, so you should be able to have access to them.?

Fraser said there were a variety of reasons that people may want to use a military records check.

?Maybe you've lost touch with an old army buddy and want to locate him,? Fraser said. ?Or maybe someone has applied for a job at your company and claims to have a stellar military record. Wouldn't you want to find out for sure if they are telling the truth, or if they left the military for less than honorable reasons??

The company said that as the wars in Iraq and Afghanistan continue to wind down and soldiers come home, he expects there the demand for military records checks to continue to grow.

?The people asked for them and we've found a way to give it to them,? he said.

96% West of Memphis

All Critics (71) | Top Critics (18) | Fresh (68) | Rotten (3)

Happy, sad, inspiring, infuriating, right and terribly wrong, all at the same time.

Berg's film is as much an indictment of the state of Arkansas' legal system as it is the prosecution.

Berg's film helps illuminate a case that should certainly be the shame of the state of Arkansas, and perhaps the criminal justice system of the entire United States.

Dubious evidence; suspicious confessions; conveniently located "poor white trash" (Echols' words) to take the rap: The case stank from the beginning, Berg's film argues.

Less an investigative report than a portrait of the community that forms around an ongoing court case, this conveys a patient understanding of the intricacies of law and human behavior that may be termed Kieslowskian.

"West of Memphis" is the fourth film about one of the most heinous cases of wrongful conviction in American judicial history. Do we need a fourth film? Yes, I think we do.

A frankly extraordinary document about the three innocent children who were murdered in West Memphis, Arkansas and the three innocent teenagers who spent 18 years in prison for the crime.

(Director Amy) Berg's doc is gripping, often infuriating, but in the end hopeful about the ability of truth and innocence to prevail thanks to the efforts of those who strive against all obstacles to uphold them.

The new film is largely a recap of the older ones, with more celebrity testimonials and fewer Metallica songs but little fresh insight into the miscarriage of justice it chronicles.

Extols the efforts of celebrities to win the release of three innocent men [and is] suspenseful when it's straightforward-the best CSI investigation that money can buy.

Nearly overwhelms you with hopelessness, if not an adrenaline rush of rage - even if you're familiar with the case.

It's a beautifully done piece of work in its own right, yet viewed beside the trilogy which preceded it, it comes across a bit like "Paradise Lost 3b - the Celebrity Edition."

A whodunit in which truth devastatingly becomes a luxury.

New evidence and a fresh perspective keep the subject matter compelling.

Filmmaker Amy Berg (Oscar nominated Deliver Us From Evil) has once again struck documentary gold with her hard-hitting journalistic feature, West of Memphis.

A lot of it is treading on ground that's been laid by other people, but there's a lot of great new stuff, too.

The infuriating facts in this famous case are illuminated with new human detail.

Vacancy Rates Decline Nationwide as Demand Spreads to a Wider Range of Buildings; Rents Rising Primarily Among Large Buildings in Select Cities and Areas

ECONOMIC CONDITIONS

As the Europeon economic slowdown and?worsening tensions contribute to a weakening of exports, the GDP growth rate for the fourth quarter of 2012 is expected to show a decline of 0.2 points quarter-on-quarter (q-o-q) to 0.3%, According to the Bank of Japan, the Tankan Large Manufacturing Enterprise Diffusion Index (DI) 9 paints from the previous survey period To -12 points. However, the forecast DI is expected to recover by 2 points. Going forward, economic conditions are expected to recover gradually from the current downturn as there are hopes that the change in government will have a favorable?economic impact. Furthermore, domestic demand continue to be supported by recovery measures trom the Great East Japan Earthquake in 2011 and effects from the previous emergency economic stimulus packages. Demand from overseas can also be anticipated to increase as emerging economies?recover.

DEMAND

Demand in Osaka is currently being driven and?absorbed by a new, large-scale building. In Tokyo, however, demand was seen to have spread io mid-scale and smaller buildings, while large sca|e relocat?ons seem to have run their course, Demand for upgrades in the location and quality ot buildings have been firming up nationwide. Scattered cases of?companies relocating to take more space have?been observed, as well as relocations away?from aging company-owned buildings with the?result being an increase in occupied floor?space. Available space in prime buildings?which meets tenants requirements (i.e. BCP?planning, earthquake resistance) is becoming?scarce in many cities, and in cities such as Fukuoka and Yokohama, demand has spread to buildings that are relatively further away from?train stations, or older buildings with?competitive rents that previously struggled to?find tenants. There are concerns of demand?becoming restrained with the lack of prime?buildings that tenants seek in regional cities?such as Sapporo, Hiroshima, or in Saitama?where supply is already tight.

NEW SUPPLY/VACANCY RATES

The Grade A vacancy rate in Tokyo fell 0.5?points to 8.8% as a new Grade A building was completed at almost full occupancy. The vacancy rate For Tokyo?s 23 Wards, however, remained flat at 7.5%. The Grade A vacancy rate in Osaka declined by 2.9 paints io 8.7%, improving significantly after a landmark Grade A was compieted this quarter at high occupancy. The vacancy rate of the overall city was down by 0.4 points In Nagoya, where?no new Grade A buildings have been completed in the last three years, the Grade A?vacancy rate dropped by 0.9 point to 18%, reflecting the?tight supply. The overall vacancy rate also fell by 0.1 points.?In other regional cities where supply has been limited, demand is?being concentrated in the city center areas. Saitama and Kobe led?the way as the vacancy rate throughout the country improves, with?Saitama dropping 1.5 points and Kobe dropping by 1.4?points Saitama?s vacancy rate at 4.1% is now the lowest in?the notion.

RENT

The Grade A assumed achievable rent in Osaka increased?marginally, while in Nagoya and Tokyo they were flat. Average asking rents are slightly weakening in some including Kyoto, which increased last quarter, and Sendai. On the other hand, Kobe recorded its second consecutive increase, with Sapporo, Saitama and Hiroshima following with overall average asking rents varying from flat to slightly increasing.

TOKYO

TOKYO GRADE A BUILDINGS

Vacancy rates decline for two consecutive quarters after peaking in?Q2/2012

The Grade A vacancy rate in Q4/2012 tell 0.5 points to 8.8%. While the quantity of new supply has been relatively low, the completion ol a Grade A building at almost full occupancy, and scattered cases ot large relocations mostly at newer existing buildings seems to have contributed to the improved vacancy Nihonbashi and?other areas are seeing very tight supply with the vacancy rate below?1%.

Rents down slightly

Average assumed achievable rent fell 03% to per tsubo,?showing virtually no change in The borlom?ng of rental levels since the beginning of the year. Although vacancy rares have declined after?overcoming the mass of new supply during the first half of the year, the market still lacks the strength to push rental up. There were cases where rents were pulled up in some buildings due to their favorable location and high specifications. However, the opposite?case was also observed, and the market overall is seeing flat rents.

Despite weak demand, positive?minded relocation have increased;?rents at turning point

New demand this quarter was approximately 19,000 tsubo, down?16% Foreign relations disputes, the continuing strong yen, and the uncertain global economic forecast withered the corporate mindset, which led to the drop in demand. While some relocations related to cost-cutting and operational consolidations continue to be observed, cases of corporate relocotions to expand operations, and improve the location and specs ot the buildings have been increasingly observed. Despite the lack of a single industry leading corporate relocations, a wide range of domestic and foreign manufacturing, financial and IT companies led relocations in the fourth quarter. Although new supply during the quarter consisted of o single building in the Otemachi area, a relatively large amount of supply consisting of approximately 57,000 tsubo is expected to be coming into the market in Q1/2013. Pre-leasing activities seem to be firm overall, with one building having already secured 90% of its?tenants.

TOKYO?S 23 WARDS

Vacancy rate flat at 7.5%

The vacancy rate for Tokyo?s 23 Wards remained flat from the previous quarter at 7.5%. New supply in Q4 was approximately?30,000 tsubo, comparable to the level in the previous quarter. The?risk of oversupply was minimal, and redevelopment of large buildings resulted in the demolition of over 30,000 tsubo. This helped keep vacancy rate flat despite the fact that the growth in demand rose little more than 15,000 tsubo. The demand absorbed by existing buildings this quarter was approximately 120,000 tsubo, which is at similar levels from the previous quarter?s 150,000 absorbed tsubo. With the lack of large scale relocation activities, the overall demand ended up being sluggish in terms of net-absoprtion. There were an increased number of buildings with more than 1,000 tsubo of vacant space this quarter, which was a result of impending vacancies becoming realized from the past large scale relocations. While these buildings are receiving inquiries, it appears to be taking time to finalize deals.

Vacancies of 100 to 1,000 tsubo decline

Mid-scaled relocations have been active this quarter. Filing of vacancies in the 100 to 1,000 tsubo range increased q-o-q from 73,000 tsubo to 78,000 this quarter. This exceeds the amount of vacancies emerging in the same scale by more than 20,000 tsubo. While there seems to be fewer large-scale relocations this quarter, mid-scale relocations are being observed by a wider range of tenants for BCP purposes. These mid-scale relocations are anticipated to push demand in the future.

Focus is on the 2013 pre-leasing activities

The pre-leasing status of new buildings coming online in 2013 is high, companies considering large scale relocations may make decisions faster once there are signs of macroeconomic improvement. This brings anticipation of an increase in the rate of demand in the market. In some areas, rents have already increased, with rental increases centering on large buildings. Rents are expected to increase in a wider range of areas once demand is sustained.

OSAKA

Vacancy rate decreases in Grade A buildings, and Osaka overall

The vacancy rate in Osaka during the fourth quarter of 2012 was 9.4%, a decline of 0.4 This is the fifth consecutive drop. The Grade A vacancy rate was down 2.9 to 8.7% as a Grade A building was completed ai high occupancy this quarter, and anoiher large building secured a ienani that would lease over 3,000 isubo of available space.

Large building completed at high occupancy

A large office building was completed Nakanoshima this quarter.?This is a mixed-use building which has the capacity to lease out office?space in addition to the owner-occupied space, along with a music hall and retail complex. Its landmark status has drawn demand from existing buildings in the vicinity to achieve high occupancy upon completion. While there are concerns of the vacancy rate increasing resulting from these tenant moving, the effects are thought to be minimal as some of these buildings are subject for redevelopment due to their age. Other trends within Osaka include scattered cases of relocation from aging company-owned buildings to newer large buildings, integration of company offices that had been dispersed at multiple locations including company-owned suburban buildings, and other moves that tend to increase leasing activity in the office market.

Corporate mindset towards relocation is firm; demand expected to be

Tenant demand tended to concentrate at buildings of a certain grade?and level of competitiveness, particularly those in favorable locations, built relatively recently, and meeting the latest seismic resistance standards, With rents at newer and larger buildings at levels compatible with the of cost tenants are able to bear, corporate attitudes toward relocation have been improving, so that demand is expected to remain strong at newer and larger buildings in the near future.

NAGOYA

Nagoya?s citywide vacancy rate falls for 10th straight quarter

The vacancy rate in Nagoya fell 0.1 points this quarter to 11.3%,?which was its 10th consecutive decline. Having reached a peak of 14.3% during the second quarter of 2010, the vacancy rate has improved by 3.0 points during the intervening two and a half years.?A trend ?oward companies expanding is a|ready under way, including relocations for expansion of existing offices and the establishment of new offices. This is part of the overall trend of the vacancy raie declining, but discrepancies have been observed between different areas. With demand tending to concentrate in the
Meieki-area, progress in improving vacancy rates has been at a standstill in other areas such as Fushimi, Marunouchi and Sakae. Efforts to attract tenants with relatively competitive rents and other incentives in these areas have been ongoing. In the Meieki station area, meanwhile, vacancies at newer buildings have been decreasing, putting a stop to declines in rent levels.

Grade A vacancy rate improves further

The vacancy raie at Grade A buildings fell 0.9 points io 1.8%.?Demand for space at Grade A buildings was strong, due in part To BCP efforts, and large scale vacancy spaces were filled by the opening of new offices. With no new Grade A supply during the three years since 2010, supply remains tight. While assumed achievable rents remained flat during the quarter, Grade A rents in the Meieki area are at their tipping point.

No new supply this quarter; low level of new supply expected in?201 3

There was no new supply during the review quarter, and new supply?is expected to remain low throughout 2013. Until the scheduled completion in 2015 of multiple large-scale development projects fronting Nagoya Station, new supply is forecast to remain low.?Barring any alteration of economic trends, vacancy rates are therefore expected to continue their gradual decline throughout 2013.

Vacancy rate in Saitama falls to mid-4% range

Although relocation activity has been sluggish due to the scarcity of large scale vacant space, one company in Omiya relocated 500 tsubo from the station?s East Exit area to the West Exit area in order to improve its location. In the East Exit area, there are scattered cases of new service oriented?businesses opening, such as esthetic salons and cram schools. Overall,?many tenants are looking to expand, but lack the resources to relocate to?large buildings, leading them to make due with expanding within their?existing building. With firm demand continuing, impending vacancies are?expected to till relatively easily, and owners of some large buildings intend?to raise asking rents when new vacancies emerge. The vacancy rate in?Saitama dropped 1.5% q-o-q points to 4.1%. This is by far the lowest?vacancy rate of any major city in the country. With such? space?available, the issue is the extent to which demand can be matched up the?space which is available.

YOKOHAMA

Vacancy rates decline moderately with multiple large relocations

Despite no new supply coming? in the review quarter, the market was?very active, including not JUst an increase in large relocations, but? an?increase in activity involving smaller floor areas. Large buildings at the?station?s West Exit have been successful at filling vacancies, and large scale?space in this area is no longer available. Yokohama?s vacancy rate was at?10.2%, falling by 0.1 points? Demand has been so firm that even?buildings farther from the station which have struggled in the past have?been able to reduce their vacancy by attracting an increasing proportion of?small-scale tenants. There was an active inflow and outflow of tenants in the?Minato-mirai area. While large scale vacancies emerged in existing?buildings resulting from tenants moving out, there was also a rare case?where a company made a large scale move from Tokyo. Although?companies relocating in the Kannai area are from within the same area, an?influx of demand from surrounding areas has also been seen, pushing?down vacancy. Demand is active in the Yokohama Station East Exit area,?with large scale vacancies expected to be filled going forward. While?demand is anticipated to improve, vacancy rates will need to decline further?before there is any turnaround in rental rates.

KANAZAWA

Demand firm in Kanazawa Station area

Office demand was concentrated in the Kanazawa station area, with the?vacancy rate improving in the station area. In the Minamimachi area,?however, there were scattered cases of buildings with large scale vacancies?remaining unfilled, and the vacancy rate is diverging between?Minamimachi and the Kanazawa Station area. Demand was mainly driven?by tenants relocating to improve the location and specs of their buildings,?as well as cases of tenants moving to increase leasing space. The vacancy rate in Kanazawa declined for the third straight quarter to 17.7%. This is a?decline to 1.3 points? While the |eve| of demand decreased during the?quarter, this affected the vacancy rate less than otherwise would be?expected as buildings were converted to other uses, and were therefore?excluded from the statistics.

No new supply is expected in 2013, and the vacancy rate is expected to keep improving. The opening of the Hokuriku Shinkansen high-speed?railway line is expected to continue concentrating demand around the?Kanazawa station area.

KYOTO

Although vacancy rates decline, companies still cautious on relocation

Amid declining rental levels in Kyoto, demand increased from companies?relocating out of their own buildings as rents declined, and companies?consolidating their operations from the suburbs to the city center. There was?also an influx of demand coming from established companies newly?entering the rental market. This led the vacancy rate to decrease to 8.2%, a?decline of? points? Vacancy declines were also supported by?numerous small scale expansions from companies expanding within their?existing buildings. The first quarter of 2013 is expected to see multiple?large tenants, each occupying over 100 tsubo, withdrawing from the?market, which may push the vacancy rate up. These large scale spaces?opening up may provide an opportunity for tenants to become active, but?companies are showing caution towards relocating, which lead to a more?measured market recovery.

KOBE

First signs seen of activities that lead companies to expand

In the fourth quarter of 2012, companies continued relocating from?suburban locations to the city center, and from company owned buildings to?rental space, pushing the vacancy rate down to 9.8%, a q-o-q decline of?1.4 points. This was the fourth consecutive quarter of declining vacancy?rates. Declining rents stoked demand, with some companies relocating to?better locations, or expanding on the back of their strong business?performance. The number of companies relocating to more expensive space?is limited, but the low level of new supply coming online is expected to?continue to push the vacancy rote lower. Furthermore, a building that held?large vacancies was removed from the market supply as part of the change?in its building management, which contributed to the decline in Kobe?s overall vacancy rate.

HIROSHIMA

Changes in management and organizational structure lead demand

In the fourth quarter of 2012 demand in Hiroshima was propelled by?companies relocating due to corporate restructuring, as well as revised?organizational and administrative structures This helped Hiroshima?s?vacancy rate decline for the fifth consecutive quarter to l 1.2%, a decline of0.2 points? q-o-q. New leases, companies relocating as their business?expands, companies relocating from the suburbs to the city, and companies?moving out of their own buildings also account For the increased demand.?The low vacancy rates at prime buildings have led companies to delay?expansion plans, and therefore the vacancy rate is expected to decline?moderately.

TAKAMATSU

Demand For buildings with new seismic standards remains strong

Demand in Takamatsu came mainly from companies moving into buildings?with a higher? of earthquake resistance, This included companies?relocating out of their own buildings in the suburbs, as well as companies?moving to buildings with higher specifications within the same?neighborhood. The vacated company owned buildings are expected to be?sold or rented. This is an indication of the priority that tenants are putting on?buildings with a high level of earthquake resistance. Additionally, buildings?seeing high demand have a frontage on the main streets. Tenants continue?to remain very cost conscious when relocating, and therefore any?turnaround in rents is expected to be measured, although new leases and?companies that are taking more space have continued to increase since the?previous quarters Demand is expected to continue to be concentrated at?newer buildings with competitive rents and a high level of earthquake?resistance. While one large vacancyI resulted from the withdrawal of one?tenant occupying over 100 tsubo, the vacancy rate remained flat q-o-q? at?18%.

FUKUOKA

Tenant attitudes toward relocation remain firmly positive

Although the market was subdued in the review quarter, tenant activity?included new leases, expansion relocations, and relocations from the?suburbs to the city center. Some buildings that had previously been holding?out for higher rental levels saw their vacancy decline as they became more?flexible, and more competitive rental levels attracted tenants regardless of?the age of the building. The fourth quarter of 2012 saw Fukuoka?s vacancy?rate decline slightly to 10.6%. This is the first time in tour years that the?vacancy rate decreased below 11%, and the 0.6 points? decline was?the fifth consecutive quarter the vacancy rate dropped. With new supply?continuing to be limited in the next two quarters, and a lack of available?space in newer and prime buildings, the key to whether Fukuoka can?sustain this declining vacancy is the extent to which older buildings can?absorb demand with more competitive rents.
